The two figures visible here might one make suspicious about this picture having been doctored, because of their clear visibility. However, in the pictures that concentrate on the "Egyption goddess", see 21, the left one is also partly visible. Here they are called the "tin men", in reference to the story of The Wizard of Oz; their usual name is "astronauts", for reasons that also seem reasonable. One could also take the image literally, and then one sees men (wearing protective head gear) working on a cliff; just like men would have been working on the cliffs to make the images.
